The NSSC provides advice to the Standing Council for Tertiary Education, Skills and Employment (formally the Ministerial Council for Tertiary Education and Employment). This is one of a number of Standing Councils that report to the Council of Australian Governments (COAG). The NSSC assesses all training packages prior to endorsement. It has a key role in bringing together the major players in the vocational
and technical education sector - industry, unions, governments, equity groups
and practitioners - to oversee and support the current and future quality of
vocational and technical education across Australia.
The Australian Quality Training Framework (AQTF) was the national set of standards to assure nationally consistent, high-quality training and assessment services
for the clients of Australia's vocational education and training system. It has been replaced by the SNR (Standards for National Registration) as from 1 uly 2011 as a result of the new National Vocational Education and Training Regulator Act 2011 proclaimed in April 2011 to be effective as from July for those jurisdictions who have referred their regulatory powers to the new national regulator, the Australian Skills Quality Authority (ASQA) now responsible for all registration and standards compliance arrangements.
The legislation provides for the entire new VET Quality Framework consisting not only of the SNR standards for initial and continuing RTO registration but also:
- The revised Australian Qualifications Framework (AQF), reflecting the national policy for regulated qualifications in Australian education and training. It incorporates the qualifications from each education and training sector into a single comprehensive national qualifications framework. The AQF is the responsibility of the Australian Qualifications Framework Council (AQFC) who will work closely with the NSSC.
- The Data Provision Requirements, a legislative instrument under subsection 187(1) of the National Vocational Education and Training Regulator Act 2011.
- Part 1 is introductory.
- Part 2 refers to the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) compliance. [a copy of this standard is available at the National Centre for Vocational Education Research (NCVER) website.
- Part 3 refers to Registration Requirements
- Part 4 refers to Quality indicators that have been identified as being useful for the purpose of continuous improvement within RTOs and to inform the risk assessments of RTOs by VET Regulators
- The Financial Viability Risk Assessment Requirements, a legislative instrument under subsection 158(1) of the National Vocational Education and Training Regulator Act 2011.
- The Fit and Proper Person Requirements are standards under subsection 186(1) of the National Vocational Education and Training Regulator Act 2011.

This new official national register of information on Training Packages,
Qualifications, Courses, Units of Competency and Registered Training
Organisations (RTOs) replaces the previous National Training Informtion Service (NTIS).
